Mr. LeMoine is a lifelong resident of Rifle, Colorado and has practiced law in Rifle since 1997.   Mr. LeMoine attended the University of Colorado in Boulder, graduating with a double major in Philosophy and Economics in 1993.  Mr. LeMoine then attended the University of Colorado School of Law and University of Colorado Leeds School of Business where he received his Juris Doctor, Master of Business Administration and Graduate Interdisciplinary Certificate in Environmental Policy.  Mr. LeMoine joined the firm in 1997 and became a member in 2000.  Mr. LeMoine has represented and served as general counsel to numerous local governments in Western Colorado and is general counsel to many corporations and other business entities.  Mr. LeMoine has broad experience in many areas of law, and his practice currently focuses on local government law, education law, library law, real estate, estate planning and administration, business law, natural resource law and the unique issues facing ranchers and farmers.  For more than a decade, Mr. LeMoine also served as the public administrator for the 9th Judicial District, administering numerous complex estates, trusts and conservatorships.  Mr. LeMoine is a past board member of the Rifle Downtown Development Authority and LIFT-UP, and has volunteered for Alpine Legal services and the Rifle High School Mock Trial Team.

Timothy L. Graves, J.D., B.S.

Practice History

Mr. Graves attended Illinois State University in Normal, Illinois. Upon graduating with a degree in Business Administration in 2010, Mr. Graves attended Southern Illinois University School of Law and received his Juris Doctor in 2013. Mr. Graves then moved to Colorado and was admitted to practice in 2013. Mr. Graves joined the firm in 2014 and became a member in 2016, where his practice focuses on criminal law including wildlife violations and hunter’s rights, municipal affairs, natural resources, landlord tenant law, and litigation. Mr. Graves has volunteered for Alpine Legal services and the Rifle High School Mock Trial Team. Mr. Graves serves as the Municipal Prosecutor for the City of Fruita, Town of Palisade, Town of De Beque, City of Rifle, Town of Silt, and Town of New Castle. Mr. Graves also serves as the Glenwood Springs Licensing Authority Hearing Officer.
